This ‘National Employment Programme’ (NEP) of the Government of Rwanda (GoR) is designed to serve the following objectives (1) foster creation of sufficient jobs that are adequately remunerative and sustainable across the economy,(2) equipping the workforce with vital skills and attitude for increased productivity that are needed for the private sector growth, and (3) provide a national framework for coordinating all employment and related initiatives and activities in the public, private sector and civil society. The principles and aim of the NEP were derived from the thematic orientation, objectives and strategy of the Second Economic Development and Poverty Reduction Strategy (EDPRS 2) and National Strategy for Transformation (NST1). The challenge of employment promotion which is being addressed by the NEP is grounded in the overall national development process and the structural transformation of the economy over the next seven years.

| Rapid Response Training | The Training is conducted in rare skills on the labour Market. The company should be ready to employ at least 70 percent of the trainees and should also contribute 30 percent of the training costs. | Unskilled , semi –skilled and skilled people |
| Massive Short Term Vocational Training | The training is conducted in both public and private training centres (Vocational Training Centres, Technical Secondary Schools, and IPRCs). The training takes into account district potentialities. Major trades: Masonry, tailoring, carpentry, Hairdressing, mechanics, culinary arts, welding. | Out of school youth |
| Industrial Based Training and Apprenticeship | Both theories and practices are done on the ground by the use of dual system to enhance competence based training. | Out of school youth |
| Reconversion Programme for university graduates | University graduates who have been unemployed for more than 2 years receive trainings in trades that are market relevant. | University graduates |
| Recognition of Prior Learning | Artisans that have skills that are not certified are provided with skills passport and the pilot took place in Construction and now ongoing in hairdressing and garages. | Artisans in different sectors who acquired skills out of regular education system and do not hold skills passport |

| Entrepreneurship and Business Development | ||
| Proximity Business Advisory Services | Voucher is used to pay business Development Advisors. The beneficiary contributes 30% while NEP contributes 70 %. One voucher is worth 10000 The number of vouchers is scalable and depends on the value of the project submitted and the loan amount approved | Mainly youth, women and people with disabilities |
| Start-up toolkit Loan Facility |
TVET graduated are eligible for the scheme The ceiling person is 500,000 and the ceiling for a cooperative of 10 people is 5000000. Beneficiaries are entitled to 50 percent grant and a grace period of three months. |
